LNEC
The National Laboratory for Civil Engineering (LNEC), is a public research institute, dedicated to science and technology, which carries out its activity in the large field of engineering, habitat and environment sciences, comprising construction materials, public works, housing and urban planning, and hydraulics and transportation networks. In developing its activity, LNEC aims to contribute to safety and quality of the works, protection, and rehabilitation of the natural and built patrimony, technological innovation in the construction sector and in the fields of water and environment. The activities related to regulation, standardization and quality of construction are equally relevant.
LNEC is a member of and actively collaborates with several national and international entities, such as the Portuguese Construction Technology Platform (PTPC), where it privileges the interaction with the construction industry aiming at promoting its innovation and competitiveness, or the International Union of Laboratories and Experts in Construction Materials, Systems and Structures (RILEM), where it cooperates in the development of scientific knowledge related to construction materials and systems and knowledge transfer and application for the benefit of society, namely in the valorisation of CDW. Since 2000, LNEC has been active in the characterisation of recycled aggregates processed from CDW and has developed seven technical specifications regarding the use of recycled materials from CDW.

APA
The Portuguese Environment Agency (APA) is a society-oriented organization. IMPIC
The Institute of Public Markets, Real Estate and Construction, I.P. (IMPIC, I.P.) has a history with more than half a century. The current designation, due to its scope, allows a better perception of the institute's mission in its areas of activity: that of the regulation of the construction and real estate sector and that of the regulation of public markets or public contracts. In addition to the attributions and competences that the institute was already exercising (construction and real estate regulator), the licensing, monitoring and inspection of electronic public procurement platforms, the production of manuals on good public contracts for the acquisition of works, goods and services, as well as the analysis of complaints and complaints from citizens and companies, as well as the participation of public entities on the application of public procurement rules.
